Dear Delegates,
The year is 1963. For nearly two decades, the world has been divided between two bitterly opposed camps: Soviet-dominated communism in the East versus American-led liberal democracy in the West. Not quite at war but also not at peace, these two nations have acted as regional hegemons, virtually unchallenged since the end of the Second World War.However, times are changing. Throughout the world, other groups are beginning to challenge the dominance of the two superpowers and chip away at the familiar bipolar structure of global affairs. On November 22, 1963, you will find yourselves immersed in one of the most dynamic and volatile times in modern history, and be forced to confront a single central question:
Who is really in power?
